ACDA Funding

Each year, ACDA secures millions of dollars in funding from the U.S. Department of Housing and Urban Development (HUD), the City of Albany and NYS Affordable Housing.  ACDA manages and distributes these funds to subrecipients through a variety of HUD programming, such as Community Development Block Grants (CDBG), Emergency Solutions Grants, the HOME Investment Partnerships Program, and Housing Opportunities for Persons with AIDS.  ACDA also uses the funds for inhouse programs and grant opportunities that provide financial assistance to the community for housing and homeownership needs, property improvements, and neighborhood revitalization or (re)development projects.

ACDA is guided by HUD’s National Program Objectives, which ensures activities and programs are in compliance with funding source requirements.  Decisions for allocating funds is made possible through a defined and transparent process, which is summarized in the City's Consolidated Plan.
The Consolidated Plan states broad goals and objectives for the expenditure of HUD funds over the course of five years.  Any significant changes within the five-year implementation period are subject to a public review and amendment process.  The Consolidated Plan serves as a complete application for each of the CDBG Entitlement Grants awarded to the City.  The Consolidated Plan also provides a local planning process, outlines neighborhood strategy areas for project implementation, and a vision that best serves our community.

These goals will be met through funded activities that physically and economically improve Albany's neighborhoods through the construction and renovation of housing and public facilities, and sponsorship of public services that provide education and job development.
At the end of each program year, ACDA submits a Consolidated Annual Performance and Evaluation Report (CAPER) detailing the accomplishments of the year.  All activities must support the initiatives set forth in the Consolidated Plan.
