OVERVIEW

Administrative Services is responsible for a variety of human resource functions within the City of Albany.  Administrative Services oversees subsidiary Departments:  Personnel, Purchasing, Central Services, Civil Service, Equal Employment Opportunity, Fair Housing and the Human Rights Commission.

Civil Service Commission
The Municipal Civil Service Commission is responsible for the administration of the Civil Service Law for municipal employees, as well as the protection of their rights.  The Civil Service Commission maintains employee records, arranges with the New York State Department of Civil Service to conduct examinations, and prepares eligibility lists to provide candidates for municipal employment.

The Personnel Office
The Personnel Office is responsible for developing, administering and maintaining a City-wide personnel policy.  The Director serves as chair of the Personnel Council and secretary to the Municipal Civil Service Commission, thus insuring that jobs are filled as required by local and State law.  In addition, the Personnel Office is responsible for administering employee benefits relating to health insurance, retirement, EAP and Workers' Compensation.  Personnel also maintains a computerized time record-keeping system to track accrued benefits, and organizes training programs for City employees.
