Arbor Hill Neighborhood Plan
The Arbor Hill neighborhood is located in the northeast section of Albany. The neighborhood is bounded by the railroad tracks to the north, Orange Street to the south, Broadway to the east, and Henry Johnson Boulevard to the west. Arbor Hill is a primarily residential area with a unique cultural heritage. Its two historic districts contain outstanding architecture, which can be found in the Ten Broeck Triangle and along Clinton Avenue.
The Planning Process
The Arbor Hill Neighborhood Plan, completed in July 2003, resulted in consensus on neighborhood priorities and a plan to achieve them. A 23-member Neighborhood Advisory Committee - representing a variety of community stakeholders including homeowners, tenants, lenders, neighborhood associations, faith-based groups, and service organizations- guided City staff and consultants in the development of the plan. The year-long planning process allowed for broad public involvement through an initial public meeting, a hands-on design workshop, and a final public meeting to approve the plan. Members of the public also participated by commenting at the Advisory Committee’s monthly meetings, and later, by serving on the plan’s subcommittees.
Plan Implementation
The
Plan identified four areas of focus and attributed guiding principles and
actions to each one. These areas were:
1) Homeownership and Rental Housing; 2) Arts, Culture and Heritage; 3) Business
and Job Development; and 4) Quality of Life.
Accordingly, an Arbor Hill Implementation Team (AHIT) was developed,
representing the four areas of focus. AHIT
members have been meeting quarterly since the plan’s completion to report
on progress in their respective areas and coordinate implementation
efforts. Subcommittees form as needed,
to help implement specific projects called for in the Plan.
