ACDA Mission and ReportingAlbany Community Development Agency (ACDA) is subsidiary to the City's Department of Development and Planning. As a public benefit corporation, ACDA is governed by a Board of Directors appointed by the Mayor. ACDA’s goal is to provide suitable living environments and economic opportunities for persons of low and moderate income.
Funds used by ACDA come primarily from the U.S. Department of Housing and Urban Development (HUD). The major sources of HUD funds are the Community Development Block Grant (CDBG), which is ACDA’s largest funding source, the HOME Investment Partnership Program (HOME), the Emergency Shelter Grant (ESG), the Housing Opportunities for Persons with Aids Grant (HOPWA), Homeless Prevention & Rapid Re‐housing (HPRP) and the Lead Paint Abatement Program. These programs account for a majority of ACDA’s revenue. Other smaller sources of revenue are funded through Federal and some non‐Federal sources.
ACDA provides direct assistance to meet the goals stated above and also provides funding to sub‐recipients, based on the merit of their applications, meet the objectives as well. ACDA operates based on HUD’s National Program Objectives and ensures that funding source requirements and compliance needs are met. Decisions about how to spend monies are made through a defined process during which City of Albany citizens are involved. The process involves submittal of a publicly reviewed Consolidated Plan (ConPlan) every five years.
The ConPlan states broad goals and objectives for the expenditure of federal funds over the course of five years. Any significant changes within the five year implementation period is required to go through a public review and amendment process. The ConPlan serves as a consolidated application for each of the entitlement grants awarded to the City. The ConPlan also provides a local planning process, jurisdictions, and the opportunity to establish local goals and a unified vision for using HUD funds over the next five years. The City’s 2005-2010 Consolidated Plan sets three strategic goals: - Promote Economic Opportunity
- Produce Decent Housing
- Provide a Suitable Living Environment
These goals will be met through funding activities that physically improve Albany neighborhoods through the construction, and renovation of housing and public facilities, while also providing additional opportunities to residents by sponsoring public services, public improvements, and job development activities.
At the end of each program year, the City must submit a Consolidated Annual Performance and Evaluation Report (CAPER) detailing the accomplishments of the year. All activity must support the initiatives set forth in the five year Consolidated Plan.
