Lead-Based Paint Abatement

The Albany Community Development Agency (ACDA) is one of eleven communities in the nation that currently operates a highly successful lead based paint abatement and rehabilitation program.  Since 1997, under the leadership of Mayor Jennings, ACDA has received $28,681,216 from HUD’s Lead Based Paint Hazard Control Grant Program.

Lead abatement under ACDA's Lead Based Paint Hazard Control and Assistance Program (LEAD) is included with rehabilitation work performed under any of the City's affordable housing programs, if the applicant is eligible for that affordable housing program. 

LEAD services are professional and comply with federal standards, while meeting performance and work plan benchmarks.

ACDA's effective management of LEAD grant operations has made a positive impact on the community and the health and well being of its residents.  Contributions include:

  • To date, a Lead-Safe Registry of 2,035 units is available for low-income residents, primarily with children under six.
  • Over 510 children under 6 years old live in these lead safe units.
  • Over 340 families receiving LEAD assistance were temporarily relocated to ACDA’s Lead-Safe relocation site during abatement.
