Brownfields

The following is a list of ACDA accomplishments with Brownfields to date:

  • Reviewed properties in the Brownfields Target Areas and generated a Geographical Information System (GIS) database containing property use information.  Used the GIS database to show the number and distribution of potential Brownfields properties throughout the target areas.
  • Prepared a Citizen Involvement Plan (CIP) outlining the procedures to promote and encourage community participation in the City’s Brownfields program.
  • Prepared two fact sheets describing Brownfields activities and distributed them to the project mailing list contained in the CIP.  Held a series of public meetings throughout the City to inform the public of Brownfields program activities.
  • Based on recommendations from City Community Development personnel and community input, selected three-target site for further investigation.  These sites were:
    • Henry Johnson Boulevard Site (composed of 17 properties on the east side of Henry Johnson Boulevard between Clinton and Second Streets);
    • Arbor Hill Gateway Site (composed of the Former Forlanis Garage property and an adjacent property at the corner of Henry Johnson Boulevard and Colonie Streets); and
    • Corning Preserve Tidal Ponds.
  • Performed Phase I Environmental Site Assessments (ESAs) at all three sites.  The Phase I ESAs included a review of environmental databases and historical records to ascertain past uses and environmental conditions, interviews with local officials, and site visits to document current site conditions.  The results of the Phase I ESAs, which were approved by the USEPA, indicated the need for further investigation of environmental conditions at all three sites.
  • Prepared Phase II ESA Work Plans for all three sites, which were subsequently approved by the USEPA.
  • Conducted Phase II ESAs at the Henry Johnson Boulevard and Arbor Hill Gateway site. 
    The Phase II ESAs included:
    •  Drilling of soil borings and the installation of groundwater monitoring wells.
    •  The collection of the surface soil samples, subsurface soil samples, and groundwater samples for analytical laboratory analyses.
    • Topographic survey of sampling locations and site features.
    • Preparation of Phase II ESA reports for submittal to the USEPA.
  • Prepared conceptual end-use plans for the Arbor Hill Gateway properties based on an assumed end use as a memorial park.
  • Prepared and submitted application packages for grant funding for additional work at the Arbor Hill Gateway and Henry Johnson Boulevard Site under the New York State Department of Environmental Conservation (NYSDEC) Environmental Restoration Program (Brownfields).
  • Prepared and submitted a grant application package for further inventory and investigation of potential Brownfields sites throughout the City under the New York State Department of State Brownfields Opportunity Areas (BOA) program.
